Proper Clearances shown that they weren’t followed

At every cold joint the Rebars Are Sitting in the dirt. They can't be raised up once concrete is poured and cured!

So as you can see the Rebar is sitting on the ground at every cold joint. Once poured, you can’t raise the Rebar up to give the proper 2” clearance from the ground, and the required 3” Clearances as shown on the Lump Sum Bid Job Design Specifications!
No inspection was done on the whole job as you can see from all the Fraudulent Construction Work!
