The Richmond Town Council will conduct a public hearing on Tuesday, June 15, 2021 at 6:00 P.M. on proposed amendments to Zoning Map and to Chapters 18.04, 18.12, 18.16, and 18.20 of the Zoning Ordinance.

The proposed amendments to the Zoning Map add two new zoning districts, COS (Conservation and Open Space) and PUB (Public and Governmental), re-zone some property restricted from development as Conservation and Open Space, and re-zone property owned by the town and by other governmental and quasi-governmental entities such as fire districts and the Chariho Regional School District as Public and Governmental.

The proposed amendments to Ch. 18.04, General Provisions, establish a procedure for the town council to decide what non-governmental activities should be temporarily permitted on town-owned land, and specify the uses permitted on land not owned by the town that is in the new PUB zoning district.

The proposed amendments to Ch. 18.12, Districts and Maps, add descriptions of the two new zoning districts, Conservation and Open Space and Public and Governmental.

The proposed amendments to Ch. 18.16, Use Regulations, specify uses permitted or prohibited in the new Conservation and Open Space zoning district, exclude historical cemeteries from the use regulations for cemeteries, and add use code descriptions for use code 434, “Wildlife refuge,” and use code 435, “conservation area.”

The proposed amendments to Ch. 18.20, Dimensional Regulations, give the Planning Board the authority to determine dimensional regulations for uses in the Public and Governmental zoning district that are not owned by the town as part of the development plan review process and eliminate dimensional regulations applicable to horticulture, public schools, wildlife refuges, and conservation areas.

All interested persons will be given an opportunity to be heard on the proposed amendments at the public hearing. The proposed amendments may be altered or amended during the public hearing, without further advertising, as a result of further study or because of the views expressed at the public hearing. Any such alteration or amendment will be presented for comment during the public hearing.
